HP&S Consulting and Management was founded by Allan Kayongo and Yijun Liu — two specialists who between them bring over 10 years of combined, hands-on experience in the renewable heating sector. This is not generalist consultancy. Before founding HP&S, Allan and Yijun built their expertise at some of the largest consultancy firms in the world and worked directly with some of the leading renewable heating solutions companies in the UK.
That background gives HP&S a significant edge. Where many consultancy firms rely on generalists who learn about heat pump and district heating projects on the job, HP&S brings in-house specialist knowledge earned through years of delivering real projects at the sharpest end of the industry. We know how these systems work, what makes them succeed, and — critically — what makes them fail.
We founded HP&S to provide clients with advice that is genuinely independent, deeply technical, and focused entirely on achieving the best outcome for each project. We believe we can do it better than the competition — not because we claim to, but because we have the experience to back it up.

Allan has spent his career working at the forefront of the renewable heating sector, including with some of the world's largest consultancy firms and leading UK renewable heating companies. He brings deep expertise in heat pump technologies, district energy and project feasibility, and leads client relationships and technical delivery at HP&S.
Co-founder & Principal Consultant
Yijun brings specialist expertise in energy modelling, district heating masterplanning, grant strategy and building regulations compliance. She is a qualified SAP assessor and delivers Part L compliance and building regulations consultancy alongside HP&S's core renewable heating services. Yijun has previously worked for major international consultancy firms and UK renewable energy specialists.
